Washington, D.C., Mayor Vincent Gray and Maryland Rep. Andy Harris are on opposing sides over the decriminalization of marijuana in the District. Mayor Gray recently passed a bill to lessen the punishment for possession of small amounts of marijuana and in response Rep. Harris proposed a budget measure that would block funding for the law.
